A Volusia County dog daycare owner was arrested Monday after employees discovered a hidden camera concealed inside a bathroom electrical outlet at Dog Dayz Inn near New Smyrna Beach, according to the Volusia Sheriff’s Office.
Arrest and Charges
Deputies responded to the facility on Edgewater Canal Road after staff found the recording device. Detectives subsequently executed a search warrant and launched an investigation. Donald Hemphill, 59, was taken into custody and admitted to installing the camera four to five months ago, deputies said.
Investigators found multiple video files on Hemphill’s phone capturing women in “stages of undress,” including one victim who was a child. An image on his phone led deputies to the outlet and the discovery of the camera.
Hemphill faces 10 counts of digital voyeurism and 11 counts of video voyeurism of a child. He is being held at the Volusia County Branch Jail with no bond after a judge set a $210,000 bond on Tuesday and appointed a public defender.
Body Camera Footage Released
New body camera video released by the Volusia Sheriff’s Office shows deputies detaining Hemphill while they continued investigating at the property. The footage captures the following exchange:
“I don’t understand if I’m not under arrest,” Hemphill can be heard telling a deputy.
“That’s because we got some work to do here on the property,” the deputy responds.
“Here?” Hemphill asks.
“Yeah.”
Facility Closed Indefinitely
On Tuesday, Dog Dayz Inn posted on Facebook that the facility will remain closed until further notice, asking customers with boarded dogs to call for updates.
