Vlogger accreditation in the Palace, still to be studied by OPS

MANILA, Philippines – The Office of the Press Secretary (OPS) continues to study the accreditation of vloggers who wish to cover Malacañang.

During the Senate budget hearing for the proposed P1.04 billion OPS budget for fiscal year 2023, Senator JV Ejercito asked Garafil if the plan to accredit vloggers will still be continued.

“It’s really one of the integral parts of the program of the past PCOO, would we still accredit, do we still accredit bloggers, vloggers? During the time of PCOO Secretary Martin Andanar and also this was brought by erstwhile Press Secretary Trixie Cruz-Angeles, would you still continue, Atty. Cheloy?” asked Ejercito.

The response of OPS officer-in-charge Atty. Cheloy Garafil continues to study this matter.

“You are right, it started last administration, former Secretary Trixie Angeles continued it, now we will continue to conduct a study and evaluate if they can be accredited for covering Malacañang. Its study is still ongoing,” according to Garafil.

Ejercito again asked Garafil if vloggers can be given the same access as traditional media, saying that “accountability” is important during coverage.

“Mr. Chair, that is included in what we are evaluating. So, in time we will issue guidelines on how these can be done,” said Garafil.

He said, they will ask for guidance from other sectors regarding this matter.

It can be remembered that former Press Secretary Trixie Cruz-Angeles said that the incoming head of the Presidential Communications Operations Office (PCOO) intends to use high engagement and the number of followers as a basis or measure to allow a vlogger to cover the Malacañang Palace.

According to Cruz-Angeles, they are carefully examining the vlogger accreditation policy of Malacañang, which was put in place under the term of President Rodrigo Duterte.

“Engagements” or people’s reactions to what a vlogger writes or shows are also looked at.

He also said that ‘following’ and engagements are different.
